Description | The Indonesia government is currently developing a central geospatial information database for use by everyone under its one-map policy. This policy aims to resolve the disagreements among government agencies and (other) stakeholders because of different use of data and maps. For example, the size of primary forest area in Ministry of Environmental’s map is larger than in Ministry of Forestry’s map. This discrepancy has led to land disputes among stakeholders and overlapping permits for mining operations, forestry and palm oil plantation. To get feedback from stakeholders, the Indonesian government has invited NGOs, private companies as well as local communities to criticize the Indicative Map of New Permits Suspension (PIBIB) which is updated every 6 months.
Specific interesting topics for this study case include: 1. Exploring the challenge and the barriers to implement one map policy. 2. Exploring the dynamics among ministries during the implementation process at national level. 3. The power struggle among non-state actors particularly NGOs, private sectors and indigenous people to claim their legal land or permit in PIBIB. 4. The role and use of frames (of scale, issue, etc.) in negotiation and implementation processes. 5. To assess the one-map land policy in terms of consistency with realities on the ground, accessibility, transparency and participation. |
