Description Practitioners are calling for more leadership in complex climate adaptation processes. Theoretically, some work has been done on conceptualizing leadership in climate adaptation networks. More concretely, such leadership would consist of several functions addressing different aspects of governance through networks. How to make these functions more concrete and operational in order to investigate past cases of climate adaptation measures or assess the potential of specific networks to realize adaption measures? The thesis aims at answering this question, trying to make a methodological contribution to research on leadership in climate adaptation and making the concept more relevant to a variety of policy-makers.
